Key Changes Coming November 1st, 2025

Beginning November 1st, 2025, Medicare will implement new requirements for telehealth consultations with Nurse Practitioners (NPs). The primary change is that patients must have had an in-person visit with their NP or another practitioner at the same practice within the past 12 months to qualify for Medicare rebates on telehealth appointments.

However, there are significant exemptions that will ensure most patients can continue to access convenient telehealth care.

Who’s Exempt From The New Rules?

The exemptions are broader than many may realise:

  1. Natural Disaster Areas
    If you reside in a local government area declared a natural disaster zone by your State or Territory government, you are exempt from the new in-person visit requirement. Currently, around 10 million Australians live in areas with ongoing disaster declarations.

  2. Sexual and Reproductive Health Consultations
    This exemption is particularly relevant for individuals on a weight loss journey. The Blood Borne Virus and Sexual or Reproductive Health (BBVSRH) exemption encompasses various conditions, including:

    • Hormonal imbalances that affect weight
    • Polycystic Ovary Syndrome (PCOS) (now also known as PMOS — Polyendocrine Metabolic Ovarian Syndrome)
    • Erectile dysfunction related to weight or diabetes
    • Weight gain associated with menopause
    • Fertility issues linked to weight
    • Any condition impacting sexual function or reproductive health
  3. Other Key Exemptions

    • Children under 12 months
    • Individuals experiencing homelessness
    • Patients of Aboriginal Medical Services
    • Those in isolation or quarantine due to COVID-19
